प्रमेश कुमार हमाल नेपाली कम्युनिष्ट पार्टीबाट समानुपातिकतर्फ प्रतिनिधिसभा सदस्य हुन्। उनको चयन खस आर्य, पुरुष समूहबाट भएको हो। प्रमेशकुमार हमाल झण्डै ५ दशकको लामो राजनीतिक अनुभव बोकेका नेता हुन् । नेकपा (माले), एमाले, एकीकृत समाजवादी हुँदै हाल उनी नेपाली कम्युनिस्ट पार्टी (नेकपा) मा आबद्ध छन् । लामो समयसम्म पार्टीको नीति निर्माण र कुटनीतिक क्षेत्रमा सक्रिय रहेका हमाल यसपटक मुलुकको कानुन निर्माण गर्ने मुख्य जिम्मेवारीका साथ संसद्‌मा प्रवेश गरेका छन् । विशेषगरी तत्कालीन एमाले महासचिव माधवकुमार नेपालसँग निकट रहेर काम गरेका हमालले यसअघि धेरैपटक सांसद बन्ने अवसर पाए पनि पार्टीको आन्तरिक नीति निर्माणमै रमाउन चाहेका थिए ।
